Suzy’s North Phoenix Guide: Halo Vista — the $7 Billion “City Within a City” Next to TSMC
Two mega-developments get mixed up around TSMC’s North Phoenix campus, so here’s the simple version: NorthPark sits south of Loop 303 and is still waiting on state land auctions. Halo Vista sits north of Loop 303, wraps around the TSMC campus, and is already under construction.
If you want to see what’s actually happening next to TSMC right now, Halo Vista is the one to watch.
Where Is Halo Vista?
Halo Vista is a roughly 2,400-acre master-planned development in North Phoenix, Arizona — around I-17, Loop 303, Dove Valley Road, and 43rd Avenue, directly next to TSMC’s Phoenix fabrication campus (TSMC is the Taiwan-based company making the world’s most advanced chips, now building a multi-fab campus about 30 minutes north of downtown Phoenix).
Total investment is estimated at about $7 billion. The plan calls for phased development reaching nearly 30 million square feet: industrial, advanced manufacturing, office, research, retail, hotel, residential, and education.
The developers describe it as a “city within a city.”

Why Build Something This Big Here?
A chip fab doesn’t operate alone.
As fabs come online and expand, the area also needs equipment vendors, materials suppliers, engineering firms, logistics, research talent, and every service that supports those companies and their workers.
And once jobs concentrate, demand for restaurants, hotels, shops, and housing follows.
So Halo Vista isn’t just “houses next to TSMC.” The idea is to bring industry, commerce, and daily life into the area together.
First In: The TSMC Supply Chain
The clearest progress at Halo Vista right now is the first industrial phase.
Phase one sits at the northwest corner of Dove Valley Road and 43rd Avenue: seven buildings totaling more than 780,000 square feet, targeting TSMC suppliers, service providers, and advanced manufacturing and high-tech companies.
Site development for phase one is expected to begin in Q4 2026.
The broader industrial plan reaches about 2.5 million square feet. In other words, Halo Vista starts with jobs and industry.

Then Comes Costco and Marriott
Jobs alone aren’t enough.
As the campus and supplier base grow, the area needs places to eat, stay, shop, and handle daily life. Confirmed phase-one commercial and hospitality projects include:
- Costco
- An auto mall with roughly 10 to 11 dealerships
- A dual-branded Courtyard by Marriott + Residence Inn hotel
- Restaurant and retail space
The Marriott is planned at 253 rooms near I-17 and Dove Valley Road.
That’s the notable part: Halo Vista isn’t just adding industry — it’s backfilling the dining, lodging, and shopping this corridor has always lacked.
Housing Comes Later
The long-term plan goes well beyond Costco and industrial buildings.
Planned districts include technology and innovation industries, a research park, retail, and a Town Center — which will be the main residential and lifestyle hub.
Total planned housing approaches 9,000 units at full buildout.
One important caveat:
Those homes don’t all appear at once.
Halo Vista is a long-term, phased project. What’s concrete today is infrastructure, industrial, and the first wave of commercial investment.
So “nearly 9,000 Halo Vista homes” should be read as the full-buildout vision — not near-term housing supply.
Where Things Stand Now
Halo Vista held its official groundbreaking on March 26, 2026.
Phase one is currently focused on land preparation, roads, utilities, and other infrastructure. In the second half of 2026, the phase-one industrial plan was further finalized — so Halo Vista is no longer just lines on a master plan. It’s moving into real construction, step by step.
Suzy’s Take
From a real estate perspective, the number worth watching isn’t “how many homes eventually” — it’s the sequence:
TSMC → suppliers → jobs → commercial amenities → future housing.
When a stretch of mostly desert and undeveloped land starts adding jobs, a Costco, hotels, and restaurants, the surrounding housing market feels it.
That said, Halo Vista could take well over a decade to fully play out. Any talk of specific price or rent outcomes right now is premature.
If you’re looking at a primary home, rental, or new construction near TSMC today, the practical move is to evaluate the existing communities in North Phoenix and Peoria — and weigh them against where Halo Vista is headed.
